The Civil Service Commission met in regular session in Room 307, Council Chambers, on Thursday, October 8, 2009. Commissioners in attendance were Mr. James Robinson, Chair, Ms. Deborah Gaines, and Mr. Robert Braddock. Commission staff present included, Ms. Debra Schoenig, and Ms. Ornita Brown, Recording Secretary.
Since minutes from the September 24, 2009 meeting had been circulated among the members, a motion to dispense with a reading of the minutes was passed and the minutes were approved as written.

In the matter of the appeal of Arthur Saturday concerning his suspension from the Water Works Department, the appeal has been withdrawn.
METROPOLITAN SEWER DISTRICT
Request from the Metropolitan Sewer District for the exceptional appointment of Vanessa Smedley as an Assistant Treatment Superintendent
The staff recommended approval of the request. After review and discussion, the Commission approved the request. The decision was based on the fact that Ms. Smedley is qualified and the Commission previously approved this title for exceptional appointment.
Request from the Metropolitan Sewer District for the exceptional appointment of Herbert McCoy as a Technical Systems Analyst
The staff recommended approval of the request. After review and discussion, the Commission approved the request. The decision was based on the fact that Mr. McCoy is qualified and the Commission previously approved this title for exceptional appointment.
Request from the Metropolitan Sewer District for the transfer of Todd Bedinghaus from Public Services/Facility Management as a HVAC Specialist
The staff recommended approval of the request. After review and discussion, the Commission approved the request. The decision was based on the fact that all parties are agreeable to the transfer.

Classification study submitted by the Human Resources Department for Crystal Whatley, Supervising Storekeeper
The staff recommended approval of the recommendation. After review and discussion, the Commission approved the recommendation that Ms. Whatley’s position is properly classified as a Supervising Storekeeper.
Classification study submitted by the Human Resources Department for one Police Technician and two Clerk Typist 3 positions in the Police Department
The staff recommended approval of the recommendation. After review and discussion, the Commission approved the recommendation that all three positions should be reclassified to Storekeeper based on the fact that the duties performed by the employees in these positions are at the level of a Storekeeper.
Request from the Health Department to add a Public Health Nurse 3 and an Administrative Technician position to their table of organization
The staff recommended approval of the request. After review and discussion, the Commission approved the request. The decision was based on the fact that the duties and responsibilities are consistent with the proposed titles.
